Andorra adopts a new national plan for higher education with a strong emphasis on digitalisation

In response to the rapid expansion of online universities and the broader digitalisation of higher education, Andorra has launched the National Action Plan 2024-2027 to recalibrate its higher education system. The plan aims to modernise governance, quality assurance and recognition arrangements in line with evolving modes of provision and participation.

A central objective is to strengthen alignment with the European Higher Education Area by promoting more flexible learning paths, recognition of prior learning and micro‑credentials, student‑centred learning, and secure digital credentials. These measures aim to enhance responsiveness to diverse learners while supporting recognition, transparency and mobility.

The reform agenda is embedded in a broader national strategy to diversify the economy and increase investment in innovation through the National Plan for Innovation and Diversification, which envisages gradually raising public innovation spending to around 7-8% of the government budget over the next decade. Within this framework, the higher education plan aims to enhance research capacity, innovation ecosystems and partnerships between universities, businesses and public agencies, and to better match skills to labour‑market needs in key sectors.

In addition to these objectives, the plan also aims to address obstacles related to study affordability and student housing; further promote internationalisation, multilingualism and participation in global knowledge networks; and support equitable access and completion.
