Tanzania emphasizes quality and inclusive higher education in its new education plan

Tanzania’s new education plan (2025/2026–2029/2030) aims to boost quality and inclusive higher education by improving access and strengthening institutional capacity to support national development and SDG4.

Tanzania has recently released a new Education Sector Development Plan, emphasizing the capacity of higher education to foster economic growth and reduce poverty while aligning with labor market needs. While enrollment in higher education has been increasing in Tanzania, the system faces challenges related to funding, inadequate facilities and regional disparities. The plan aims to address these challenges through a combination of strategic objectives.

On higher education, the plan aims to increase access and inclusion by removing barriers to entry, particularly for women, disadvantaged, and disabled students. It also seeks to promote quality by expanding the number of qualified staff and integrating education technology, aligning curricula with labor market needs, and strengthening governance and accountability. Finally, it focuses on enhancing institutional collaboration - both regionally and internationally - and improving emergency preparedness within institutions.

The Ministry of Education, Science and Technology and the President’s Office, Regional Administration and Local Government oversaw the development of the plan, in collaboration with various stakeholders, including development partners, civil society organizations, and the private sector. Actors intended to harmonize the new plan with existent development plans in the country while maintaining its focus on the Sustainable Development Goals, in particular SDG4. The plan covers the period from 2025/2026 to 2029/30.
