Brazil’s 2024–2027 Multi-Year Plan prioritizes inclusion and equity in higher education. It aims to boost access and completion rates through expanded support programmes, strengthened quotas, and a target to raise enrollment in higher education from 43.4% to 50% by 2027.

Brazil’s 2024–2027 Multi-Year Plan, established by Law No. 14,802/24, outlines the federal government's strategic vision for the nation's development over a four-year period. 

Enhancing the quality of higher education features among the plan’s strategic objectives. It seeks to enhance opportunities for Brazilians to access and complete higher education, particularly for marginalized groups. This includes strengthening its existing inclusion policies, such as the quota system for entry into higher education and scholarship programmes such as the University for All Program (ProUni). 

A key target set for higher education by the plan is to achieve a 50% gross enrollment rate for students aged 18 to 24 by the end of 2027, up from the current rate of 43.4%. This rate has steadily grown over the past 15 years, as shown in figure 1.

To support student retention and success, the plan introduces new measures to strengthen student assistance policies, addressing essential needs like financial support, housing, nutrition, and health services. Furthermore, it underscores the importance of aligning basic and higher education systems to better prepare students for higher education and reduce dropout rates. Each of these initiatives is accompanied by specific performance indicators to monitor progress.
